The Extraordinary Meeting of the Permanent Council of TURKSOY took place in Bursa
The Extraordinary Meeting of the Permanent Council of the International Organization of Turkic Culture (TURKSOY) took place in Bursa, the Cultural Capital of the Turkic World 2022.
The meeting chaired by the Minister of Culture and Tourism of the Republic of Turkey and Term Coordinator of the Permanent Council of TURKSOY H. E. Mr. Mehmet Nuri Ersoy gathered the Minister of Culture of the Republic of Azerbaijan H. E. Mr. Anar Karimov, the Deputy Minister of Culture and Sports of the Republic of Kazkhstan H. E. Mr. Nurkissa Dauyeshov, the Minister of Culture Information Sports and Youth of the Kyrgyz Republic H. E. Mr. Azamat Camankulov, the Deputy Minister of Culture of the Republic of Uzbekistan H. E. Mr. Murodjon Madjıdov, the Minister of Culture of Turkmenistan Mr. Atageldi Shamuradov (online), the Chief of the Administration of Culture and Tourism Affairs of the Autonomous Territorial Unit of Gagauzia (Moldova) H. E. Mrs. Marina Semionova (online), the Deputy Prime Minister and Minister of Tourism Culture Youth and Environment of the Turkish Republic of Northern Cyprus H. E. Mr. Fikri Ataoğlu, the Secretary General of the Organization of Turkic States Mr. Bagdad Amreyev, the Secretary General of TURK-PA Mr. Mehmet Süreyya Er, the President of the Turkic Culture and Heritage Foundation Mrs. Gunay Efendiyeva, the Consul General of the Republic of Hungary in Istanbul Mr. László Keller, the Governor of Bursa Mr. Yakup Canbolat, the Mayor of the Metropolitan Municipality of Bursa Mr. Alinur Aktaş and ambassadors of Turkic republics in Ankara along with representatives of diplomatic missions as well as of the press media.
The opening speech of the meeting which aimed at the election of the Secretary General of TURKSOY as well as at the selection of the Cultural Capital of the Turkic World 2023 was delivered by the Minister of Culture and Tourism of the Republic of Turkey H. E. Mr. Mehmet Nuri Ersoy who expressed his gratitude to TURKSOY Secretary General Dusen Kasseinov for successful activities he carried out to promote the culture and art of the Turkic World.
Minister Ersoy further said, “With its conviction as to the fact that culture is one of the few factors which have the power to bring peoples together on a common platform, and its belief that Turkic culture takes its strength from its commitment to mutual appreciation and tolerance as well as rationalism TURKSOY carries out activities to ensure that Turkic culture is being recognized and promoted on an international level and is, thus, serving civilization, World peace and human rights. As such, TURKSOY which assumes a rather important important mission as an international organization has achieved a reputable status both in the Turkic World as well as on a global scale in a short period of time, hence, acting as the common sense and advocate of the Turkic World in the fields of culture and art as well as in terms of our common values, assets, cultural heritage and language. Thus, the International Organization of Turkic Culture has major duties. As a matter of fact, it brings together the Turkic World with its common cultural and artistic heritage while fostering ties of brotherhood and solidarity among our peoples and introducing Works of art, artists and intellectuals of the Turkiw World to other countries worldwide. The aim of our meeting today will be to bring TURKSOY further ahead both through amendments we will be making on its statues and regulation as well as through decisions we will make.”
TURKSOY Secretary General Kasseinov who also delivered an opening speech prior to the meeting touched upon major activities carried out by the organization with a view to promoting Turkic culture and art. Secretary General Kasseinov who also stressed the fact that the decision to declare Bursa as Cultural Capital of the Turkic World was a very accurate one as Bursa was the first capital of the Ottoman Empire further said: “Throughout my term in office, the most exciting project we carried out has been the Cultural Capital of the Turkic World. Indeed, as you know, cities of the Turkic World are now literally competing with eachother to be awarded this title. As a matter of fact, this project has not only made it possible for all of us to get acquainted with the rich cultural and historical heritage of the Turkic World as well as its beautiful nature but also helped us introduce them to the whole world. Now it is the turn of Bursa to hold this prestigious title. Throughout the year 2022, we will be supporting Bursa with all what it takes to promote it through various events we will be carrying out in this ancient city of the Turkic World.”
Other key figures of the Turkic World who took the floor at the meeting were the Secretary General of the Organization of Turkic States Mr. Bagdad Amreyev, the Governor of Bursa Mr. Yakup Canbolat and the Mayor of Metropolitan Municipality of Bursa Mr. Alinur Aktaş who all stressed the importance of activities carried out by TURKSOY as well as of Bursa, the Cultural Capital of the Turkic World 2022.
Following the opening speeches, the Deputy Secretary General of TURKSOY Assoc. Prof. Dr. Bilal Çakıcı gave some information on items on the agenda of the meeting. The Minister of Culture Information Sports and Youth of the Kyrgyz republic H. E. Mr. Azamat Jamankulov suggested Mr. Sultan Raev as candidate to the post of Secretary General of TURKSOY. In the voting which took place following consultations with members of the Permanent Council, the Deputy Secretary General of the Organization of Turkic States and former Minister of Culture of the Kyrgyz republic Mr. Sultan Raev was unanimously elected as Secretary General of TURKSOY for the term 2022 – 2025 by ministers of culture of the Turkic World.
In the speech he delivered at the meeting, Mr. Sultan Raev expressed his gratitude to the ministers of culture of the Turkic World for their courtesy and said that the fact that he is going to assume this important duty fills him with great enthusiasm. Mr. Raev further added that today, TURKSOY is enjoying international recognition and is recognized as a prestigious organization which carries out many activities to explore, foster and promote Turkic culture, language, art, traditions and customs and transmit them to future generations. Mr. Raev also mentioned that this is the result of efforts and activities of ministers of culture of the Turkic World who have always been supporting TURKSOY.
Mr. Sultan Raev who also stressed the unique contribution of Mr. Dusen Kasseinov to the international recognition of TURKSOY further said: “I would like to especially stress that through his unique efforts and devotion as well as prestigious projects he has carried out along with a balanced management policy, Mr. Kasseinov, the wiseman of the Turkic World who had been assuming the function of Secretary General of the International Organization of Turkic Culture for 14 years has made a great contribution to the satus reached by TURKSOY today. As a matter of fact, I would like to express my strong conviction as to the fact that with their zealous efforts and relentless work, Mr. Kasseinov and his staff are the most important factor which contributed to the constant growth of TURKSOY. Hence, I would like to once again express my gratitude to Mr. Kasseinov as well as to all distinguished staff members of this organization.
Let me also mention that I was the one who suggested Mr. Kasseinov as a candidate to the post of Secretary General of TURKSOY 14 years ago when I was the Minister of Culture of Kyrgyzstan myself. To me, the decision made by our ministers here today stands as a symbol of the constant “migration”, i.e. cultural evolution within TURKSOY.
Mr. Raev who added that migration is the constant cycle of development and progress in Turkic peoples’ tradition further stressed that: “Throughout history, our ancestors have been spreading the cultural civilization and historical progress of the Turkic World from the Yenisei river to Anatolia, hence, ensuring that the Turkic World stands strong in today’s world. Our duty is to make sure that the Turkic World further pursues its “spiritual migration” i.e. evolution towards the future so as to bring it further forward and strengthen its cultural integration so as to spread and introduce Turkic culture, Turkic unity and Turkic civilization to the world. I do personally consider all this as being our sacred mission.”
In the farewell speech he delivered at the meeting, Mr. Kasseinov said:
“Distinguished members of the Permanent Council of TURKSOY, let me once again express my gratitude to you and congratulate our new Secretary General.
In line with my commitment to culture, I have invested great efforts in trying to always be up to the tasks I have been entrusted with. Throughout my professional carreer, I have assumed many important functions. However, the most important duty I have assumed has undoubdetly been that of Secretary General of TURKSOY which I have pursued with the appreciation of our Permanent since 2008. It is a great happiness for me to see that today, we have reached a status we would perhaps never even been able to dream of 30 years ago. We owe this success of ours to the auspices of our heads of states, as well as to the ministers of culture of our member states, the unconditional support of our kindred organizations and the unique contributions of our artists and intellectuals.
Hence, I would like to express my gratitude to distinguished Heads of States as well as to Ministers of Culture in the Permanent Council of TURKSOY for the constant support and trust they have provided to me throughout my term in office.
Of course, there still remains a lot to be done and a long way to go. It is with great trust and peace of mind that I will be passing on this special duty to Mr. Sultan Raev who is an esteemed author of Kyrgyzstan and has been assuming many important duties throughout his carreer. There are a few arts with the ability to reach people’s hearts and minds and literature is undoubdtedly one of them. I do believe from the bottom of my heart that any amateur of literature who reads Mr. Raev’s works, not only in Kyrgyzstan but also in the Turkic World will become advocates of TURKSOY and contribute to the further strengthening of the Turkic World. I am fully convinced that with his vision and experience, our new Secretary General Mr. Sultan Raev will successfully pursue this mission.
Distinguished Secretary General, I congratulate you from the bottom of my heart and wish you success in your new duty. Our unique tradition of Nevruz which has brought TURKSOY to the point it stands at today by uniting the Turkic World and helped us become aware of our common values hence becoming our one and only tradition associated with TURKSOY. As such, Nevruz will now mark the beginning of a new period during which you will all make a name for yourselves with your achievements in TURKSOY.
Distinguished members of the Permanent Council,
One of the most important decisions made at our meeting has undoubdtedly been the declaration of Shusha as Cultural Capital of the Turkic World 2023. This is a major decision not only for the people of Karabakh who have been deprived of their homeland for years but also fort he people of Azerbaijan as well as for the entire Turkic World. We will do anything what it takes to restore Shusha and it is a great honour for me to sign this historical decision together with you.
If you allow me, I would like to conclude my speech by also expressing my gratitude to personalities who played a key role in the evolution of TURKSOY since its establishment such as its first Director General Mr. Polad Bülbüloğlu as well as to my Deputy Secretaries General whom I worked together with Mr. Fırat Purtaş and Mr. Bilal Çakıcı and of course to each and every staff member of TURKSOY who worked day and night not only for their own country but for the entire Turkic World and always considered activities of TURKSOY as their highest priority, hence, sacrificing their private life to the Turkic World. Finally, I would like to thank my family for its unconditional support throughout my term in office as Secretary General of TURKSOY. I hereby assure you that I will continue serving the Turkic World throughout my entire life.”
In the meeting, H. E. Mr. Anar Karimov, the Minister of Culture of the Republic of Azerbaijan said that Shusha, the ancient city of Azerbaijan has been suggested as Cultural Capital of the Turkic World 2023. Following the presentation film on Shusha and the voting held thereon, Shusha was declared as Cultural Capital of the Turkic World 2023.
In the meeting, Mr. Dusen Kasseinov whose term in office as Sectretary General of TURKSOY came to an end was handed over various awards as an appreciation of various countries regarding his devoted activities.
These were the “Hungarian Cross of Merit” of the President of the Republic of Hungary handed over to him by Mr. László Keller, the Consul General of the Republic of Hungary in Istanbul, the “Highest State Friendship Award” of the Republic of Kazakhstan handed over to him by H. E. Mr. Nurkissa Dauyeshov, the Deputy Minister of Culture and Sports of the Republic of Kazakhstan, the “Honorary Diploma of Presidency of the Republic of Azerbaijan” handed over to him by H. E. Mr. Karimov Kerimov, the Minister of Culture of Azerbaijan, the “Medal of Culture” of the Republic of Uzbekistan handed over to him by H. E. Mr. Murodjon Madjiov, the Deputy Minister of Culture of the Republic of Uzbekistan, the Medal of A. Maldybayev of the Republic of Kyrgyzstan handed over to him by the Minister of Culture Information Sports and Youth of the Republic olf Kyrgyzstan H. E. Mr. Azamat Jamankulov, the “Honour Award” and “Medal of Friendship” of the Turkish Republic of Northern Cyprus handed over to him by H. E. Mr. Fikri Ataoğlu, the Deputy Prime Minister of the TRNC.
The Extraordinary Meeting of the Permanent Council of TURKSOY ended with the signature of the Final Declaration on decisions met therein.
