Ministers of Culture came together in Turkistan

The 35th Term Meeting of the Ministers of Culture of Turkic Speaking Countries held in the city of Turkistan in Kazakhstan took place in the Khoja Akhmet Yassawi International Turkish Kazak University on December 5th, 2017.

In the meeting, major decisions were made regarding  culture and art in the Turkic World.

 

Following the opening ceremony held on March 21st, 2017 with the contribution of 300 artists from 22 countries, Turkistan, the Cultural Capital of the Turkic World 2017 had hosted  nearly 40 events throughout the year. Now, it has gathered senior artists and intellectuals as well as key institutions of the Turkic World once again.

 

The meeting coordinated by the Minister of Culture and Sports of the Republic of Kazakhstan Arystanbek Muhamediuly gathered TURKSOY Secretary General  Dusen Kasseinov, the MP from Azerbaijan Nizami Caferov, the Minister of Culture Information and Tourism of Kyrgyzstan Sultanbek Jumagulov, the Deputy Minister of Culture and Tourism of the Republic of Turkey Huseyin Yayman, the Deputy Minister of Culture of Turkmenistan Nursahet Shyrymov and the Chief of the Administration of Culture and Tourism Affairs of the Autonomous Territorial Unit of Gagauzia (Moldova) Marina Semionova.

 

The Kazak Minister Muhamediuly: Friendship and Brotherhood in the Turkic World are our priority

 

The Minister Arystanbek Muhameduly who delivered the opening speech of the 35th Term Meeting of the Permanent Council of TURKSOY stressed the key role played by TURKSOY in the development of cultural cooperation among Turkic peoples and said that the Republic of Kazakhstan  will contribute to all activities to be carried out regarding ties of friendship and brotherhood in the Turkic World and ensure its support to TURKSOY which plays a key role in this respect. Minister Muhamediuly who said “The ties of friendship and brotherhood in the Turkic World are our priority”  added that following its declaration as Cultural Capital of the Turkic World 2017, the city of Turkistan hosted nearly 40 international events and activities  throughout the year.

 

The MP from Azerbaijan Mr. Nizami Caferov who also delivered a speech in the opening session of the meeting stressed the importance of cultural activities carried out by TURKSOYand extended his gratitude to delegates whon contributed to these activities. Mr. Caferov also stressed the importance of the fact that the meeting is held in the Akhmet Yassawi University which is the first joint university of the Turkic World, and added that this university has become a trademark in the Turkic World.


The Deputy Minister of Culture and Tourism of the Republic of Turkey  Huseyin Yayman said that TURKSOY is not only a platform of diplomacy strengthening cultural ties among countries of the Turkic World but also a Pioneer institution in terms of its contribution to cultural rapprochement. Deputy Minister Yayman further said that through the strengthening of cultural activities carried out by this platform, TURKSOY will become a cultural organization on a global scale. Mr. Yayman added that this meeting will take   TURKSOY one step further on its way to success and concluded his speech by expressing his wish as to the further development of cultural and artistic cooperation among Turkic civilizations.

 

The year 2018 was declared Year of the Azerbaijani composer “K. Karayev”, the Kazak Poet “M. Jumabayev” and the Kyrgyz author “C. Aytmatov”.

 

TURKSOY introduces the legacy of illustrious personalities of the Turkic World to the public and declares commemorative years to preserve and transmit their heritage to young generations. In line with this commitment, the 35th Term Meeting of the Permanent Council of TURKSOY resulted in the declaration of the year 2018 as Year of  the Azerbaijani composer Kara Karayev on the occasion of the 100th anniversary of his birthday, Year of the Kazak Author Magjan Jumabayev occasion of the 125th anniversary of his birthday and Year of the Kyrgyz Author Chingis Aitmatov occasion of the 90th anniversary of his birthday.

 

Upon unanimous decision, participants of the meeting determined a series of events to be carried out in TURKSOY member countries  in 2018 to commemorate these personalities of the Turkic World and pay tribute to their legacy. Events and activities to be carried out within this framework include festivals, concerts and panel discussions along with publications of works by these personalities in languages of TURKSOY member countries.

 

In line with its initiative launched in 2010,  TURKSOY had declared the year 2014 as year of  Magtumguly Pyragy  and Toktogul Satylganov, the year 2015 as Year of Haldun Taner Yılı  and Simion Kadyshev, the year 2016 as year of Yusuf Khass Hajip  and the year 2017 as year of  Molla Panah Vagif.

 

Kastamonu: Cultural Capital of the Turkic World 2018 

The 35th Term Meeting of the Permanent Council of TURKSOY also featured the selection of the Cultural Capital of the Turkic World 2018.

 

Upon the initiative launched by TURKSOY in 2010, the title of Cultural Capital of the Turkic World had been awarded for the first time to Astana in 2012. This year, the  Permanent Council of Ministers of Culture of Turkic Speaking Countries unanimously declared Kastamonu as Cultural Capital of the Turkic World 2018.

 

Permanent Council members who supported the suggestion of the Ministey of Culture and Tourism of the Republic of Turkey selected the city of Kastamonu as Cultural Capital of the Turkic World 2018.

 

The Deputy Minister of Culture and Tourism of the Republic of Turkey  Huseyin Yayman who said a few words regarding this decision stressed that , the title of cultural capital plays a key role in the popularity of cities. Mr. Yayman further said: “Following the declaration of a city of Turkey as Cultural Capital of the Turkic World in 2013, this will be the second time that this title is awarded to a city in Turkey. We are very happy that this title will be borne by Kastamonu, a unique city of our beautiful country in 2018." Mr. Yayman who also said that in 2018, TURKSOY will be celebrating the 25th anniversary of its establishment added: "We want this year to be a memorable year which will be remembered in the future. We will provide all resources necessary  therefore and will be more than happy to welcome you in Turkey."

 

The Governor of Kastamonu Yaşar Karadeniz who was also present at the meeting said that Kastamonu is an ancient city of Anatolia  and added "The history of Kastamonu dates back to 7 thousand years. It has been a city of Turkey for more than  900 years." The Governor Karadeniz stressed that Kastamonu and its citizens will do everythying necessary to represent Turkey in the best way possible and added: “With this title, our city will host many events which will remain in the memories for many years ahead and be one of the most meaningful legacies to be left behind for future generations.”

 

TURKSOY Secretary General  Dusen Kasseinov reelected to the post for the term  2017 – 2020

 

Another important item on the agenda of the 35th Term Meeting of the Permanent Council of TURKSOY was the election of the Secretary General of TURKSOY fort he term 2017-2020. In the session chaired by the Term Coordinator of TURKSOY and Minister of Culture and Sports of Kyrgyzstan Arystanbek Muhamediuly, TURKSOY Secretary General  Dusen Kasseinov received the majority of the votes and was reelected to the post for the term 2017 – 2020.

Prior to the election, Ministers of Culture of the Permanent Council  expressed their appreciation as to activities carried out by Secretary General KASSEINOV within TURKSOY.

The Former Minister of Culture of Kazakhstan, Ambassador Kasseinov who has been assuming the function of TURKSOY Secretary General since 2008, was recently awarded the Medal of Outstanding Service of the Ministry of Foreign Affairs of the Republic of Turkey.

 

Impressive Closing Event for Turkistan, the Cultural Capital of the Turkic World 2017.

 

The meeting of the Permanent Council of TURKSOY was followed by the closing event of Turkistan, the Cultural Capital of the Turkic World 2017 which took place  in the Concert Hall of the Akhmet Yassawi University. The closing event was the climax of the joy and enthusiasm experienced throughout the year in the city of Turkistan which successfuly bore the title of Cultural Capital of the Turkic World.

 

The closing event featured colourful performances by more than 100 artists from Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan, Turkey, Turkmenistan, Bashkortostan (RF), Sakha-Yakutia (RF), Tatarstan (RF), Tyva (RF) and Crimea.

 

At the event, the Governor of the Province of Southern Kazakhstan Janseyit Tuymebaev extended a plaquette to guest ministers and to the Chairman of the Board of Trustees of the Akhmet Yassawi University Prof. Dr. Musa Yıldız. The concert which took place after the award ceremony featured wonderful performances by folk dance and music ensembles from Turkic republics and communities.


The Governor of the Province of Southern Kazakhstan Janseyit Tuymebaev also extended a medal to  TURKSOY Secretary General Dusen Kasseinov in recognition of his contribution to activities carried out in the Province of Southern Kazakhstan and a medal to the Deputy Minister of Culture and Tourism of the Republic of Turkey  Huseyin Yayman.  The handing over of the statue symbolizing the Cultural Capital of the Turkic World also took place during the closing event. The statue was handed over to the Governor of Kastamonu Yaşar Karadeniz and the Mayor of Kastamonu Tahsin Babaş  by the Minister of Culture and Sports of Kazakhstan Arystanbek Muhamediuly.

At the end of the concert, all artists and guest delegations gathered on stage with the flags of TURKSOY member countries.

 

Following the closing event of the Cultural Capital of the Turkic World 2017 more than 100 artists from 11 countries who came to Turkistan to take part in the event also gave a concert  in Shymkent. The concert which  took place in the hall named Turkistan gathered a large audience which gave standing ovations to the colourful performances of artists of the Turkic World. In the concert, TURKSOY Deputy Secretary General Fırat Purtaş extended certificates of appreciation to all those who contributed to events and activities carried out in Turkistan, the Cultural Capital of the Turkic World 2017.

 

The Permanent Council of TURKSOY

Since 1993, the Permanent Council of TURKSOY gathering ministers of culture of TURKSOY member countries has come together 35 times in 9 countries and 17 cities.

Meetings of the Permanent Council  gather ministers of culture of Turkic republics who make decisions regarding  the harmonization of cultural policies among kindred countries and the development of cultural cooperation. TURKSOY is a platform which  facilitates bilateral cooperation among Turkic republics and helps strengthening multilateral cooperation.



About Kastamonu

The city of Kastamonu has  a population of approximately 375 thousand inhabitants. It is known for its historical and cultural sites as well as for its beautiful nature. Indeed, 65% of its territory is covered with forests. Hence, the rich flora and fauna of Kastamonu also is the home of various wild animals.
