Historical Gathering in Turkmenistan

Held by the International Organization of Turkic Culture  every year, the Meeting of the Permanent Council of Ministers of Culture of Turkic Speaking Countries  took place in Turkmenistan this time. 

The 33rd Term meeting of the Permanent Council of TURKSOY  held on November 26th, 2015 was hosted by the Minister of Culture of  Turkmenistan and term Coordinator of the Permanent Coouncil Annageldi Garajayew and gathered ministers of culture of TURKSOY member countries  as well as officials of the Turkic Council and the turkic Academy.

Sheki, the Cultural Capital of the Turkic World 2016 

The city of Sheki in Azerbaijan has been declared Cultural Capital of the Turkic World 2016 upon unanimous decision of the Permanent Council of TURKSOY at its 33rd Term Meeting  in Merv, the Cultural Capital of the Turkic World 2015. Thus, the city of Sheki known as the Pearl of the Caucasus will welcome artists and scholars of the turkic World throughout the year. Within the framework of the "Cultural Capital Initiative" launched by TURKSOY in 2012, the first city to have born the title of Cultural Capital of the Turkic World was Astana, the capital of Kazakhstan followed by  Eskisehir in 2013, Kazan, the capital of Tatarstan (RF) in 2014  and  the ancient city of Merv  inTurkmenistan in   2015.

In the statement he made  after the meeting, TURKSOY Secretary General  Dusen Kaseinov, said: ‘’ WithAstana, Eskisehir, Kazan, Merv and now  Sheki, our initiative to declare one city of the Turkic World as its Cultural Capital is contributing to the rapprochement of our cities. Cities which have been awarded this title until now  have all been extremely successful in their commitment to represent the Turkic World and bringing its people closer together. Indeed, they all hosted hundreds of cultural and artistic events making it possible for artists, scholars and intellectuals of the whole world to exchange their views, knowledge and experience. The Cultural Capital of the Turkic World is an initiative which does not only contribute to the enrichment of our cities' cultural and artistic life but also gives an impetus to the process of  cultural integration among Turkic republics .’’


TURKSOY is an international organization of culture and art established with a view to strengthening the ties of brotherhood among Turkic speaking peoples of Eurasia who share a common language, history and culture . The Founding Agreement of TURKSOY was signed in Almaty  by the ministers of culture of Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan, Turkey and Turkmenistan on July 12th, 1993. The organization was lated joined by  autonomous republics of the Russian Federation : Altai, Bashkortostan, Khakassia, Sakha Yakutia, Tatarstan, Tyva, Gagauzia (Moldova) and the Turkish Republic of Northern Cyprus which hold an observer status within the organization. As an international  organizaton which embraces the same principles as those of the UNESCO, TURKSOY carries out activities to explore, promote and transmit Turkic culture to future generations.
