Final Declaration of the 42nd Term Meeting of the Permanent Council of TURKSOY

                                                             FINAL DECLARATION

                                                                         OF THE

                   42^nd TERM MEETING OF THE PERMANENT COUNCIL OF TURKSOY

The 42^nd Term Meeting of the Permanent Council of the Ministers of Culture of TURKSOY Member Countries was held on November 28^th, 2025 in Aktau, the pearl of the Caspian Sea and the Cultural Capital of the Turkic World 2025.

The Permanent Council expresses its deepest gratitude to the President of the Republic of Kazakhstan, Mr. Kassym-Jomart TOKAYEV, for his strong support regarding activities carried out by TURKSOY as well as for hosting the 42^nd Term Meeting of the Permanent Council of the Ministers of Culture of TURKSOY Member Countries; to the Minister of Culture and Information of the Republic of Kazakhstan, Mrs. Aida BALAYEVA, for providing great opportunities regarding events carried out in Aktau the Cultural Capital of the Turkic World 2025; to the Governor of the Province of Mangystau, Mr. Nurdaulet KILIBAY who hosted the meeting, and to the Mayor of Aktau, Mr. Abilkayır BAYPAKOV. 

At its 42^nd Term Meeting held in Aktau, the Permanent Council;

1. -Reviewed and approved the Working Report for the 42^nd term of activities and the  Financial Report of the Secretariat General of TURKSOY for the year 2024.

3. -Welcomed the information provided by the relevant authorities of the Republic of Kazakhstan regarding activities carried out in Aktau, the Cultural Capital of the Turkic World throughout the year 2025.

5. -Welcomed the announcement of the declaration of Andijan as Cultural Capital of the Turkic World 2026 by the Ministry of Culture of the Republic of Uzbekistan.

7. -Decided that, in line with the proposal of the Ministry of Culture and Tourism of the Republic of Türkiye, the next city to bear the title of Cultural Capital of the Turkic World in 2027 will be a city of the  Republic of Türkiye, the name of which will be announced by the Ministry of Culture and Tourism of the Republic of Türkiye in due course.

9. -Decided that, in line with the ‘Decision on the Development and Strengthening of TURKSOY’ adopted by the Heads of State at the 12^th Summit of the Organisation of Turkic States, the Secretariat General of TURKSOY shall prepare a ‘Draft Document on the Development and Strengthening of TURKSOY’ to be communicated to member countries and shall take not of opinions and suggestions of the Ministries of Foreign Affairs and Culture before submitting the document to be then finalised following consultation meetings with the representatives of the aforementioned ministries, to the Permanent Council for further evaluation.

11. -Welcomed the ‘2026–2028 Strategy Document’ prepared by the Secretariat General of TURKSOY.

13. -Approved the Calendar of Activities to be carried out by TURKSOY in 2026, prepared based on traditional activities of TURKSOY as well as on recommendations of the Ministries of Culture of the member countries.

15. -Decided that the duty to coordinate the 43^rd Term of Activities of TURKSOY shall be undertaken by the Ministry of Culture of the Republic of Uzbekistan and that the 43^rd Term Meeting of the Permanent Council of Ministers of Culture of TURKSOY Member Countries shall be held in Andijan in 2026.
