Final Declaration of the 40th Term Meeting of the Permanent Council of TURKSOY

The  Final Declaration of the 40th Term Meeting of the Permanent Council of Ministers of Culture of the Member States of the International Organisation of Turkic Culture (TURKSOY) held on   October 13th-14th 2023 in Shusha, the ancient city of Azerbaijan and Cultural Capital of the Turkic World 2023 was published.

The 40th Meeting of the Permanent Council of TURKSOY ended with the Signature Ceremony of the Final Declaration featuring major decisions which  will shape  culture and art in the Turkic World in the forthcoming period.

The Permanent Council expressed its deepest gratitude to His Excellency Mr. Ilham ALIYEV, President of the Republic of Azerbaijan, for the valuable support he provided to activities of TURKSOY as well as  for hosting the 40th Term Meeting  of its Permanent Council and also thanked Mr. Adil KERIMLI, the Minister of Culture of Azerbaijan, for providing great opportunities regarding  activities carried out in Shusha, the  Cultural  Capital of the Turkic World 2023 as well as Mr. Aydın KERIMOV, the Special Representative of the President of the Republic of Azerbaijan in Shusha, for hosting the meeting. The resolutions adopted at the 40th Term Meeting of the Permanent Council of TURKSOY are as follows:

"The 40th Meeting of the Permanent Council of the Ministers of Culture of the Turkic Speaking Countries was held on 13-14 October 2023 in Shusha, the ancient city of Azerbaijan, the 2023 Cultural Capital of the Turkic World.

The Permanent Council expressed its deepest gratitude to His Excellency Mr. Ilham ALIYEV, President of the Republic of Azerbaijan, for his great support to TURKSOY's activities, for his patronage of the 40th Meeting, to Mr. Adil KERIMLI, Minister of Culture of Azerbaijan, for providing great opportunities for the activities of Shusha 2023 - Capital of Culture of the Turkic World, to Mr. Aydın KERIMOV, Special Representative of the President of the Republic of Azerbaijan in Shusha, for hosting its 40th Term Meeting and adopted the resolutions stipulated hereinafter. 
        
The Permanent Council:

-discussed and unanimously approved the 40th Term Activity Report and Financial Report of the  General Secretariat of TURKSOY.

-approved the appointment of Mr Sayit YUSUF to the post of Deputy Secretary General of TURKSOY by the Ministry of Culture and Tourism of the Republic of Turkey.

-welcomed the information provided by the Representative of Turkmenistan on the city of Anev, the 2024 Cultural Capital of the Turkic World and the programmes to be organised during the cultural capital.  

-discussed the  amendments proposed regarding the Statutes and Regulations of TURKSOY and signed the new Statutes and Regulations of TURKSOY agreed upon as a result of  its negotiations.

-decided that the term of office of the Secretary General and the representatives of TURKSOY member  countries specified in the amendments to the legislation shall commence from the date of signature of the decisions of the 40th Term Meeting.

-declared the city of Aktau city in  the Republic of Kazakhstan as the Cultural Capital of the Turkic World for 2025 in line with the statements made by the Ministry of Culture and Information of the Republic of Kazakhstan.

- noted the  the success of the Korkut Ata Turkic World Film Festival and stressed that the increase of co-production projects in the field of cinema in the Turkic World would contribute significantly to the preservation and transmission of Turkic culture to future generations and decided to establish a working group of professionals from TURKSOY member countries to establish a mechanism to support co-productions of cinema among  countries of the  Turkic Worldin line with the proposals of the Ministry of Culture of Azerbaijan and the Ministry of Culture and Tourism of Türkiye.

-approved the implementation of the "Nasreddin Hodja Joint Film Project", which was presented at the Permanent Council, with the contributions of the Ministries of Culture of the member countries in order to leave lasting works in the field of cinema in line with the proposal of the Ministry of Culture of Azerbaijan, the Permanent Council.

-agreed upon the declaration of the year  2025 as commemorative year dedicated to the following illustrious personalities  in line with the proposals of the Ministries of Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey and the Turkish Republic of Northern Cyprus:

The famous poet of Azerbaijan Bahtiyar Vahapzade, on the occasion of the 100th anniversary of his birthday, 
 

The Kazakh folk hero, composer and conductor Nurgisa Atabayoglu Tilendiyev on the 100th anniversary of her birthday
 

The People's Artist of the Kyrgyz Republic, composer and singer Atay Ogonbaev on the 125th anniversary of his birthday

The Famous Turkish composer Münir Nurettin Selçuk on the occasion of the 125th anniversary of his birthday

The famous minstrel of the Turkish Republic of Northern Cyprus Âşık Kenzî on the occasion of the 230th anniversary of his birthday,

The Permanent Council further:

-adopted with the Vision Document of TURKSOY  and the  Youth Programme of TURKSOY prepared by the General Secretariat.  

-welcomed the work of the General Secretariat on the establishment of the TURKSOY List of Tangible and Intangible Cultural Heritage and the Code of Honours of TURKSOY.

-welcomed the Charter on the Cultural Ambassador of TURKSOY and unanimously approved the awarding of the title of Cultural Ambassador of TURKSOY to Mr. Aziz SANCAR, who was awarded the Nobel Prize for his scientific work and became a great source of pride for the entire  Turkic World.

-decided that since the retirement of international staff working within TURKSOY is subject to the pension and insurance legislation of the country of nationality in accordance with Article 38 of the TURKSOY Staff Regulations, the fulfilment of the obligations arising from the national legislation regarding the payment of insurance premiums and retirement of international staff from the date of their employment within TURKSOY is within the responsibility of the ministries appointing the staff and that they shall inform the International Organisation of Turkic Culture of the work carried out in this regard.

The Permanent Council further approved the Calendar of Activities foreseen to be carried out by TURKSOY in 2024 in line with the proposals received from the Member States as well as  from members of the Permanent Council.

The Permanent Council decided that the Ministry of Culture of Turkmenistan shall be the Term Coordinator of the 41st Meeting and that the meeting shall be held in Anev, the Cultural Capital of the Turkic World, in late 2024.
