42nd Term Meeting of the Permanent Council of TURKSOY to be held in Aktau
The 42nd Term Meeting of the Permanent Council of TURKSOY will be held in Aktau, on the same day as the Closing Ceremony of the Cultural Capital of the Turkic World 2025.
The 42nd Term Meeting of the Permanent Council of TURKSOY, the highest decision-making body of the International Organisation of Turkic Culture, to be held on November 28th, 2025 in Aktau, the Cultural Capital of the Turkic World 2025 will be hosted by Aida Balayeva, Minister of Culture and Information of the Republic of Kazakhstan.
Following the meeting of the Permanent Council meeting attended by representatives of TURKSOY member countries, Aktau, which has been the venue for cultural and artistic gatherings of the Turkic World throughout the year, will also host the closing ceremony of the Cultural Capital of the Turkic World which is one of the most spectacular events held in the year during whiich a city holds this prestigious title.
During the ceremony, artists from TURKSOY member countries will celebrate Aktau's designation as the 2025 Capital of Culture of the Turkic World once again with their performances. Culture ministers and heads of delegations from the Turkic World will attend.
The Meeting of the Permanent Council of TURKSOY is expected to be attended by the ministers of culture and high-level representatives of TURKSOY member states, as well as by representatives of institutions and organisations working with the Turkic World.
Items to be discussed at the meeting will pertain to the agenda of cultural cooperation of the Turkic World including issues such as the organisational functioning of the TURKSOY and its activities for the coming period, the preservation and promotion of shared cultural heritage, the evaluation of activities undertaken so far in cultural capitals and the selection of the city to be designated as the Cultural Capital of the Turkic World for the year 2027.
At last year's meeting, the Organisation designated 2026 as the Year of Ziya Gökalp in the Turkic World, following a proposal by the Ministry of Culture and Tourism of the Republic of Türkiye and with the unanimous vote of the participating ministers. The city to hold the title of Cultural Capital of the Turkic World in 2026 is expected to be announced by the Ministry of Culture of Uzbekistan during the meeting. At the same time, members of the Permanent Council will also vote on the Cultural Capital of the Turkic World 2027.
The meeting of the Permanent Council will be preceded by the 6th Meeting of the Senior Officials’ Committee of TURKSOY to be held on November 26th, 2025. At this meeting, participants will discuss technical details regarding items on the agenda of the Permanent Council and compile proposals and evaluations of member countries which will then be submitted to the Council of Ministers.
Closing ceremony of Aktau 2025 at the People’s Arena
The closing ceremony, to be held on November 28th, will take place at the People’s Arena in Aktau. The ceremony which will take place with the participation of nearly 500 artists will be hosted by Mrs. Aida Balayeva, the Minister of Culture and Information of the Republic of Kazakhstan, Mr. Sultan Raev, the Secretary General of TURKSOY, and Mr. Nurdaulet Kylybai, the Governor of the Province of Mangystau.
The event will also include the handover ceremony for the symbol of the Cultural Capital of the Turkic World.
Raev: ‘Aktau brought together the entire Turkic World.’
Speaking ahead of the meeting, TURKSOY Secretary General Sultan Raev emphasised that Aktau has laid a strong foundation for cultural rapprochement among Turkic peoples throughout its year as the Cultural Capital.
Secretary General Raev further stated, ‘This year, Aktau, our Cultural Capital of the Turkic World brought together the entire Turkic World. The magnificent opening ceremony, attended by over 150,000 people, is still fresh in our memories. Throughout the year, we successfully organised over 30 international events. I would like to thank all our partners, especially Kazakhstan, for making this success possible.’
Referring to the shared memory and cultural continuity goals of the Turkic World, Raev said, "We are members of a shared history, civilisation and culture. It is our duty to preserve these values and carry them into the future. From the first day I took office, my goal has been to strengthen TURKSOY's institutional capacity, increase its effectiveness and diversify its activities. Today, we are talking about a more productive, more inclusive, and much stronger TURKSOY."

The International Organisation of Turkic Culture (TURKSOY), the first cooperation organisation established in the Turkic world, was founded in 1993 with an agreement signed by the culture ministers of Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan and the Republic of Türkiye.
Since its establishment, TURKSOY has continued its work with the aim of developing cultural solidarity among the Turkic peoples, passing on the common Turkic culture to future generations, and promoting it worldwide.
About the Cultural Capital of the Turkic World
The annual declaration of one city of the Turkic World as its Cultural Capital is an initiative aiming at highlighting the cultural and artistic potential of cities of the Turkic World while promoting their common heritage worldwide and strengthening bonds between kindred peoples.
Following its declaration as the Cultural Capital of the Turkic World 2025, the city of Aktau hosted many colourful concerts, festivals, exhibitions and theatre performances as well as academic meetings and youth events and became one of the cultural meeting points of the Turkic World throughout the year.
