“Medal of Outstanding Service of the Republic of Kazakhstan” awarded to TURKSOY Secretary General Dusen Kasseinov
Ambassador Kasseinov, the Secretary General of the International Organization of Turkic Culture received the Medal of Nazir Torekulov which is the Order of Outstanding Merit of the Ministry of Foreign Affairs of Kazakhstan.
At the award ceremony held in the Headquarters of the Secretariat General of TURKSOY, the Ambassador of the Republic of Kazakhstan H. E. Abzal Saparbekuli handed over to Secretary General Kasseinov the Order of Ambasssador Extraordinary and Plenipotentiary conveyed by the President of the Republic of Kazakhstan Kasım Jomart Tokayev upon his Presidential Decree dated June 28th, 2021 as well as the Medal of Nazir Torekulov - Order of Outstanding Merit of the Ministry of Foreign Affairs of Kazakhstan conveyed to him upon the decree of the Ministry of Foreign Affairs of the Republic of Kazakhstan dated December 6th, 2021.
In the speech he delivered at the ceremony, Ambassador Saparbekuly who said that TURKSOY which carries out activities as the UNESCO of the Turkic World is further evolving towards becoming an international organization which enjoys the same recognition as that of UNESCO worldwide. Ambassador Saparbekuly who added that this successful evolution of TURKSOY is first and foremost owed to Secretary General Kasseinov who is and has always been very successful in communicating with artists and politicians and major contribution and efforts in this regard together with all staff members of TURKSOY.
Ambassador Saparbekuly who also said that besides his human characteristics and personality which should be followed as an example by everyone, Mr. Kasseinov is also a statesman whose exceptional talents are strongly appreciated by both Kazakhstan and the Turkic World further added: “TURKSOY is the gateway for the traditional and contemporary t culture and art of the Turkic World and of our peoples to the World. It is thanks to TURKSOY that Turkic contemporary and traditional art and culture reached out to countries all over the World, introducing our rich cultural heritage to them on a global scale.”
Ambassador Saparbekuly who also touched upon activities of cultural diplomacy carried out by TURKSOY to promote the culture and art of Turkic peoples also stressed that: “Ambassador Kasseinov is not only the Secretary General of TURKSOY but also a doyen of Kazak diplomacy whom the Republic of Kazakhstan owes great respect to due to his strong commitment to his country during the process of its independence. Mr. Kasseinov posesses all diplomatic assets in terms of public relations both with artists and with political figures. As such, he is an international diplomat who does not only foster diplomatic ties among countries of the Turkic World but also contributes to the development of cultural and artistic ties all over the World. In recognition of his contribution to the promotion of Kazak diplomacy in international diplomacy our President Kasım Jomart Tokayev has deemed Mr. Kasseinov worthy of the highest title of international Kazak diplomacy which is the title of Ambassador Extraordinary and Plenipotentiary which has been handed over to him upon signature of a presidential decree.
Ambassador Saparbekuly who handed over the Medal and Certificate of “Ambassador Extraordinary and Plenipotentiary” to Mr. Kasseinov later gave some information on Ambassador Nazir Torekulov who was one of the first Kazak diplomats of the Soviet Era and handed over to him the Medal and Certificate dedicated to “Nazir Torekulov” as the highest Service Award conveyed to diplomats of Kazakhstan.
Nazir Torekulov, the First Kazak Diplomat of the Soviet Era
Nazır Tolekulov who was a diplomat of Kazak descent worked as the Ambassador of the Soviet Union in Saudi Arabia between 1928-1936. With this duty he assumed, he received the title of Longest Serving Ambassador of the Soviet period. Thanks to Nazir Tolekulov, ties between the Soviet Union and Saudi Arabia reached the highest level. Tolekulov who studied in Usûl-İ Cedîd schools was strongly committed to national and cultural values of his country and spoke eight languages. Due to this commitment he was declared as a public ennemy by the Soviet Regime and was condemned to death. Tolekulov was executed by a firing squad in 1937. This stirred up great anger in Saudi Arabia and resulted in its King suspending all ties with the Soviet Union. Despite the fact that the Soviet Union reacknowledged his rights to Tolekulov in 1956, Saudi Arabia did not resume its ties with Saudi Arabia until 1990.
In addition to this, Nazır Tolekulov who worked in various press institutions and invested great efforts in the enlightment of the Kazak people as a journalist also contributed to extensive research on Turkic Islamic civilization by the Kazak people.
