Establishment of the Union of National Libraries of Turkic Speaking Countries and Kindred Communities (TURKUBIR)
The Directors of National Libraries
of Turkic Speaking Countries and Kindred Communities who came together in
Antalya between October 30th-November 2nd, 2017 with the
contribution of the International Organization of Turkic Culture TURKSOY have
established the Union of National Libraries of Turkic Speaking Countries and
Kindred Communities (TURKUBIR) on October 31st, 2017.
The meeting took place in the presence of TURKSOY Deputy Secretary General Prof. Dr. Fırat Purtaş and the Expert of TURKSOY for Siberia Timur Davletov. In the speech he delivered at the meeting, Prof. Dr. Purtas stressed the importance of TURKUBIR for the Turkic World and said that libraries are the first example of successful institutionalization in the Turkic World. Prof. Dr. Purtas further announced that the masterpieces of written heritage of the Turkic World “Divanü Lügati’t-Türk” and “The Map of Piri Reis” have been inscribed in the Memory of the World Register of the UNESCO on October 31st, 2017.
The draft statutes of the Union of National Libraries of Turkic Speaking Countries and Kindred Communities was submitted to the vote of directors and representatives of national libraries. The meeting gathered National Libraries of Azerbaijan, Bashkortostan (RF), Gagauzia (Moldova), Kazakhstan, the TRNC, Kyrgyzstan, Uzbekistan, Tatarstan (RF) and Turkey as founding member countries and Bosnia Herzegowina, Sakha (Yakutia), Macedonia, Kosovoa and Mongolia as member countries with an observer status. Upon unanimous decision of all directors and representatives of national libraries of the afore-mentioned countries, the Union of National Libraries of Turkic Speaking Countries and Kindred Communities (TURKUBİR) was established. While the Union will be based in Ankara, its official language will be Turkish and it will carry out its activities in Turkish, Russian and English.

The statement of the
Directors of National Libraries indicated that the “Fourth Meeting of Directors
of National Libraries of Turkic Speaking Countries and Kindred Communities”
hosted by Turkey had taken place on November 14th-17th,
2016 and gathered representatives of national libraries of Azerbaijan, Kazakhstan,
Kyrgyzstan, the TRNC, Moldova (Gagauzia), Bashkortostan (RF), Sakha (Yakutia)
(RF) and Tatarstan (RF).
The aim of this meeting
was to set the legal frame of activities to be carried out by the Union and to
ensure its efficiency through its international structure. Participants of the meeting further decided that the union shall
be based in Ankara with statutes defined according to Turkish law. Hence, it
was decided that all its activities shall be carried out pursuant to Turkish
law and under the leadership of the
National Library of Turkey. The Final Declaration of the Fourth Meeting of
Directors of National Libraries of Turkic Speaking Countries and Kindred
Communities was signed on November 16th, 2016. The “Statutes of the “Union of National Libraries of Turkic Speaking
Countries and Kindred Communities” were finalized upon contribution and
approval of the Head of the Department of Associations of the Ministry of
Internal Affairs of the Republic of Turkey and submitted to the vote of
directors and representatives of National
Libraries of Turkic Speaking Countries and Kindred Communities in their meeting
held in Antalya.
