Union of Authors of Turkic Speaking Countries
The Final Declaration of the Second Summit of the Turkic Council gathering the Heads of States of the Cooperation Council of Turkic Speaking Countries under the motto "Educational Scientific and Cultural Cooperation” on August 23rd, 2012 tarihinde in Bishkek, the capital of Kyrgyzstan states that:
Based on their willingness to strengthen the common historical, linguistic and cultural solidarity amon Turkic peoples,
Our Presidents have reiterated their commitment to democratic values, human rights and principles stipulated in the Charter of the United Nations, thus, once again stressing their attachment to the unity of Turkic Speaking Peoples and the development of their cultural heritage.
As a consequence thereof, the Presidents of Turkic Speaking Countries have agreed upon the necessity to establish the Union of Authors of Turkic Speaking Countries. The latter was established by the Authors' Unions and representatives or authors' organizations of Member Countries of the Turkic Council on February 18th, 2014 in Eskisehir under the auspices of TURKSOY.
The founding agreement of the above-mentioned union was signed by the Chairman of the Authors' Union of Azerbaijan, Mr. Anar Rzayev, the Chairman of the Eurasian Authors' Union Mr. Yakup Omeroglu, the Chairman of the Authors' Union of Kyrgyzstan and the International Academy of Poetry Mr. Omor Sultanov, along with TURKSOY Secretary General Dusen Kaseinov and the Governor of Eskisehir Mr. Gungor Azim Tuna.
Founding Agreement of the Union of Authors of Turkic Speaking Countries
Article 1: The Union herewith established shall be called "Union of Authors of Turkic Speaking Countries ”, hereafter refered to as UATC.
Article 2: The governing body of the UATC is the "Board of Directors" comprised of the directors of its member organizations. The Union may be joined by authors' unions of countries and communities which are not members of the Turkic Council.
Article 3: The Term Coordination of the UATC shall be assumed in a rotational period of 2 years by each member country in alphabetical order. The first Term Coordinator of the UATC shall accordingly be the Chairman of the Union of Authors of Azerbaijan Mr. Anar Rzayev. The Term Coordinator represents the Union.
Article 4: The secretarial duties of the UATC shall be entrusted to the Eurasian Authors' Union based in Ankara in coordination with TURKSOY. The Chairman of the Eurasian Authors' Union may therefore carry out any activity or take any intitiative on behalf of the Council of the Union of Authors of Turkic Speaking Countries in national and international institutions and organizations.
Article 5: To join the UATC, authors' unions of Turkic Speaking Countries shall be suggested as candidates by an authors' union of their country of origin which is a full member or a member with observer status of the Union. The status of membership of the UATC becomes official upon approval of the afore-metioned suggestion by the "Board of Directors". If there is no authors' union which is either a full member or a member with an observer status of the Union in the country of origin of the candidate union, the "Board of Directors" shall be entrusted with the competence to approve the membership of the latter.
Article 6: The structure, principles and programme of the UATC shall be determined in a meeting gathering member organizations to be scheduled by the Board of Directors.
Article 7: This founding agreement is comprised of 7 articles and was signed in duplicate on February 18th, 2014 in Eskisehir (Turkey), in the presence of witnesses.
